Who can apply
- Civil servants: 40 or younger on the exam date, tenured in a grade at pay scale 11 or equivalent, with at least two years of seniority.
- Non-civil servants: 35 or younger, holding a diploma giving access to pay scale 11 or equivalent.

Copy of the national ID card, 2 photos, 2 handwritten cover letters (one in Arabic, one in French), a CV, and certified copies of diplomas. Civil servants also need authorization from their administration and proof of seniority.
